I really need help with my mom, we dont get along?

shes always threatening to kick me out, im 16 btw, she hits me, always insults me, acts very immature, shes very argumentative. she always leavs me and my sister ome and partys until 4 in the morning, shes complaining about how her shits always missing and im the blame, she makes me look bad in front of my dad, and i dont think he likes me anymore, plus she always makes stuff up about me, she rarely feeds me, and does alot of stupid immature stuff to me like farting on me, never listing to me. we have tried counciling, social services, family services, we have tried programs and nothing is working.
